Applying for or renewing passport

Passport applications are accepted in the U.S. Embassy and sent electronically to the U.S., where the passports are printed. The passports are then sent to the Embassy, where they can be picked up or mailed to your address for a fee. It may take up to 6 weeks to receive your passport after you have applied.

Who needs to appear in person to apply for or renew a passport?

In some cases, you can renew a passport by mail. See below for more information on this. In other cases, you must appear personally at the Embassy to renew a passport.

You must appear personally at the Embassy if you:

• Are applying for your first passport or
• Are replacing a lost or stolen passport or
• Your last passport was issued before you were 16 years old or
• It has been more than 15 years since your last passport was issued or
• You are applying for an emergency passport (needed for immediate travel)
• You are applying for a child under the age of 16.

As of February 1, 2008, the two-parent consent requirement applies all children under the age of 16. Therefore, both parents are now required to sign for children under 16, or use the consent form DS-3053.

Note: when applying for a passport for a child younger than 16 years old, at least one parent and the child must appear together at the Embassy to apply for the passport. In addition, the other parent must submit a completed consent form (DS-3053) signed in front of a Notary Public in the United States, Norwegian Notarius Publicus (a Tingrett, Sorenskriver or Lensmann), or U.S. Consular Officer. If one parent has sole custody, or there is some other reason that the second parent cannot sign, appropriate legal documents must be submitted.

You may renew your passport by mail if you do not meet any of the conditions.

What do I need to submit for my passport if I am required to appear at the Embassy?

(Note: Original documents must be submitted; they will be returned.)
• Completed application form DS-11. You must complete this form.
• Proof of Identity (examples: previous passport, valid foreign passport, driver’s license, U.S. government issued I.D.) Bank cards not accepted.
• Proof of Citizenship (examples: previous passport, birth certificate from U.S., Consular Report of Birth Abroad, Certificate of Naturalization)
• An original birth certificate or Consular Report of Birth Abroad, when applying for a child's passport. 
• A police report (if previous passport was lost or stolen)
• Proper size/type of photo (see here for information)
• Appropriate fee (in cash, dollars or kroner, or by credit card:  Visa, MasterCard, American Express, Novus/Discover, Diners and Visa/MasterCard Purchasing cards.  Use of credit card only available if applying at the Embassy.  Signature of person signing credit card receipt must match signature of card bearer.  In other words, if you are using someone else’s credit card, that person must be present to sign the credit card receipt.)
• Children under 16: $85.00 or the equivalent in Kroner (See box on the right for the current exchange rate)
• Adults and children over 16: $100.00 or the equivalent in Kroner (See box on the right for the current exchange rate)
• To receive your passport by mail, bring a self-addressed, stamped envelope (25x17cm or 10x7") with 100 NOK in stamps so your passport can be sent back via registered mail. (Do NOT use a SmartPost envelope, an envelope padded with bubble-wrap, or use a franking machine.)

Passport renewal by mail

You may renew your passport by mail if:

• You were at least 16 when you received your last U.S. passport and
• Your last passport was issued less than 15 years ago

What do I need to submit to renew my passport by mail?

• Completed application form (DS-82) You must complete this form and print it out and then send it; it is not possible to submit it electronically.
• Previous U.S. passport.
One photo. Proper size/type of photo
• Fee: Send a check (bankremisse), payable to the U.S. Embassy, Oslo, Norway, in the amount of 460 NOK.  Use of credit card (Visa, MasterCard, etc.) or cash is only available if applying in person at the Embassy.
• To receive your passport by mail, send a self-addressed, stamped envelope (25x17cm or 10x7") with 100 NOK in stamps so your passport can be sent back via registered mail. (Do NOT use a SmartPost envelope, an envelope padded with bubble-wrap, or use a franking machine.)
SEND BY REGISTERED MAIL TO: U.S. EMBASSY, OSLO, PASSPORT SERVICES, HENRIK IBSENS GATE 48, 0244 OSLO. DO NOT MAIL TO THE UNITED STATES IF YOU LIVE ANYWHERE OUTSIDE THE U.S.

Emergency Passports

Emergency passports are only issued in real emergencies and evidence of the need for immediate, emergency travel should be submitted with applications.  Emergency passports are normally only valid for three months and cannot be extended. You must appear at the Embassy in person, regardless of age, to apply. The process and fee is the same as if you were applying for a regular passport (see top of page). An emergency passport can be issued within one day providing the applicant has immediate travel plans and can submit the travel itinerary.

When you receive your emergency passport, you will also receive a letter that explains how to obtain a regular passport. If you submit the appropriate paperwork within 365 days of the issuance of the emergency passport, you will not need to pay the passport fee again.

Second Passports

Current regulations reflect the long standing policy of the Department of State that no person should be in possession of more than one valid, or potentially valid, passport at any one time unless under circumstances specifically authorized by the Secretary of State. The issuance of a second, concurrently valid passport should be considered an exception to the regulations, and is to be approved on an individual basis only where justified. The validity of a regular American passport is ten (10) years. The second, concurrently valid passport will be limited in validity for two (2) years. This passport is not extendable.

To apply for a second passport, follow all of the standard instructions for applying for a passport. In addition, you must submit your current passport along with a signed statement indicating the reason a second passport is required. 

Passport Cards

Effective February 1, 2008, American citizens and nationals may apply for a passport card in lieu of a passport book for land and water travel between the U.S., Canada, Mexico, Bermuda or the Caribbean. Air travel, and travel to other destinations, will still require a passport book. The advantages of a passport card are its convenient wallet size and lower cost. Application procedures and forms are the same for the passport card and passport book. Please note: the passport card may not be used for air travel.
