Traveling to the United States
All travelers going to the United States must either have a valid visa, or be eligible to travel to the U.S. under the Visa Waiver Program (VWP). Norwegian citizens who are planning to use the VWP must register in ESTA before traveling. Only travelers who meet the requirements of the Visa Waiver Program can use ESTA to travel.
Who needs a visa?
Anyone who is not eligible to enter the United States visa free under the Visa Waiver Program (VWP), or is not exempt from the visa requirement, or whose registration has been denied under ESTA, must apply for a visa. This includes travelers who are in transit through the United States to another country. Please note: We recommend that travelers who have been arrested and/or convicted of an offense apply for a visa at the Embassy. The Rehabilitation of Offenders Act does not apply for U.S. visa law.

Delays in Visa Processing
The Department of State’s Bureau of Consular Affairs is currently experiencing technical problems with our overseas passport and visa systems. This issue is not specific to any particular country, citizenship document, or visa category. We apologize for the inconvenience and are working urgently to correct the problem and restore full operability.
Applications for a U.S. visa made after June 8, 2015, are also affected by this delay. Nonimmigrant visa applicants who did not submit their DS-160 online application prior to June 9, 2015, should reschedule their interview appointments. Individuals with urgent travel should follow the instructions for emergency appointment request.
We recommend that applicant do not make non-refundable travel plans before they have received their visa through the postal system or express delivery.
